he occupied in Hongkong, whereas in his substantive appoint-

-ment as District Officer he would have enjoyed free

quarters. The Local Auditor requested on the 27th. ultimo

that Your Lordship's sanction for this allowance should be

obtained, and I therefore submit the action taken in the

matter for approval and request authority to draw the

procedure in these cases into a precedent for future

guidance.
